Michael howard has admitted the Conservatives have not yet convinced voters to turn their backs on Labour after a poll showed support for the Tory leader waning. A Populus poll, published yesterday, showed backing for Tony Blair holding steady at 47%, despite the Iraq war, compared to drop in support for Mr Howard from 41% in February to 31%.

Tory sources concede taking the battle to Labour over health and education is unlikely to win over many votes but the party is expected to widen the battle lines between the two parties in the coming weeks with new immigration policies and calls for a new approach on violent crime and anti- social behaviour.
