The Assembly Government has turned down the chance to sign up for a pounds 2.3bn computer project designed to slash waiting lists and improve patient care by linking all doctors surgeries and hospitals.

The project, being rolled out in England, is described by the Health Minister John Hutton as 'the most important development in the NHS' and is the biggest civil IT project in the world.
