SIR - The idea that a 15 pence levy on every new plastic bag used in Wales amounts to "clobbering shoppers" (report, Aug 26) is absurd.

Plastic bags given away free to shoppers are a relatively new phenomenon - starting in the 1980s. Before then we managed with paper bags or took our own bags to the shops.
