Gordon Brown should scrap the Wales Office in his first 100 days in power and hold a referendum on a Welsh parliament after the next Election, a constitutional expert said yesterday. In a 40-page challenge to Mr Brown, University College London's Professor Robert Hazell says the new Prime Minister should go ahead with the changes even if there is opposition from Labour MPs.
