WELSH households are harming recycling schemes by filling bags with cigarette butts, dirty nappies and even dog mess, it was claimed yesterday.

Carmarthenshire Council said the careless approach was causing serious health and safety concerns as it contaminated recyclables and endangered the workers who sort the waste by hand.
