Plans to stop candidates standing for the Assembly elections in both constituency and regional seats, could be a breach of human rights, the Presiding Officer has warned. Lord Elis-Thomas believes government proposals to overhaul the electoral system in Wales could be discriminatory because similar changes are not proposed in Scotland where the same system exists.

And he branded plans to strip the Assembly of the right to determine its own house rules as an 'insult' to all AMs.
