SIR - I was pleased to read recently that First Minister Rhodri Morgan favours greater powers for the National Assembly, at the same time reminding us that this year will see several additional powers devolved including the fire service, court service and emergency planning.
The Higher Education Bill is also due to transfer control over top-up fees. But there is one issue that he has not touched upon. Will money also come with the devolution of these powers or does it all have to come from the current block grant from Westminster?See the full content of this document
