The recent floods and the dreadful pictures of the aftermath are becoming an all-too-familiar scene on our televisions as the UK again experiences the vagaries of the great British weather. The floods have been followed again by commentators quick to observe that building in areas prone to flooding is likely to have disastrous consequences.
