SIR - The Western Mail (April 21) informs us of Peter Hain's view that the picture had changed in the wake of the Prime Minister's decision to stage a referendum on the European Constitution and that consequently we people of Wales would need to have a further referendum before we would qualify for the additional powers recently recommended by the Richard Commission for our National Assembly.

When one considers that the Prime Minister's decision applies to a nation that already exists, whilst the latter concerns the acquisition of some common democracy by the Welsh people, whose Assembly has already been messed about and made unpopular deliberately by Westminster then the whole business of so-called British democracy tends to develop a nasty smell.
