Wales' schools are steadily improving, but GCSE pupils are years behind target, an inspectors' report shows. Susan Lewis, chief inspector of schools, said there had been 'much to celebrate' over the past five years. But, when it came to GSCE results, she warned, 'Pupils have not reached Welsh Assembly Government targets set for 2002 and are a long way short for 2004. It does not look as though pupils will be able to achieve any of these targets soon.'
