The impression has been created either by ministerial statements or briefings apparently from Number 10 that I, as Law Officer, had agreed all the bombing targets (in Kosovo). This was not true...

When I am asked about my role, I explain that every target passed my desk and my advice was sought on the requests of the military. To that extent the statements are true. However, I did not agree with them all and, eventually, towards the end of the war I refused my consent - and it is right that this is known.
