THE results of the 2009 Programme for International Student Assessment (Pisa) released yesterday could be seen as a defining moment for devolved education policy in Wales.

In 2005 the Assembly Government decided the time was right to internationally benchmark educational performance in Wales through our 15-year-olds sitting the standard assessment tests in literacy, mathematics and science set every three years by the Organisation for Economic Co-operation and Development (OECD).
