Fter an extremely bumpy ride, the Welsh region of West Wales and the Valleys has qualified for a second round of top-level European aid.This comes as an enormous relief after many months when it seemed the failure to reach an EU budget settlement would result in around pounds 1.3bn of funding from 2007 being lost to Wales.
Being part of the Convergence Fund - the new name for Objective One - should not be seen as any kind of badge of honour.
