Moves to make farmers contribute towards the cost of dealing with animal diseases appeared to come closer at the weekend. UK Environment Secretary Hilary Benn said it would mean that they would have more of a say in dealing with problems like bird flu, foot-and- mouth disease and bluetongue, all of which have seriously disrupted the industry this year.
