Everyone wants to see better public services in Wales, but reforming the system so that everything from hospitals to recycling are fit for the 21st century is a tough slog. Tony Blair famously said he had scars on his back from attempting to shake-up the public sector; some of the problems seen in Wales over recent years might have done some even more serious damage.

The Assembly Government deserves credit for attempting a new approach to the problem - which covers everything from bed-blocking to under-performing children's services - with its wide-ranging announcement yesterday.
