The Soham murders may never have happened had Humberside Police cautioned Ian Huntley in their first contact with him nine years ago, a scathing report said yesterday.

Schoolgirls Holly Wells and Jessica Chapman could still be alive if the force had dealt 'appropriately' with Huntley in 1995, HM Chief Inspector of Constabulary Sir Keith Povey concluded.
