Councillors who took up 'golden goodbyes' cost the tax payer more than pounds 1.6m. But officials refuse to say who benefited from the cash or how much they each got. The controversial Past Service Award was introduced in 2003 to encourage old councillors to retire after 16 years. They were able to claim up to pounds 20,000, or pounds 1,000 for each year of service, in a one-off lump sum.
