SIR - The Auditor General's report on the poor management and complexity of grant funding (Business in Wales, Nov 29) makes many valid points, but it would be wrong if it suggests that a further move away from grants to competitive procurement for services is the solution.
The third sector's recent and growing experience is that competitive procurement is rapidly replacing grant aid as the default option. The use of procurement to replace grant aid is having a number of unintended and undesirable consequences on the sector.See the full content of this document
