SIR - Dr J Swettenham of Splott, Cardiff, asks why Cardiff Council aren't delivering recycling bags to all homes in Cardiff (Letters, February 8). It may help if I outline the situation.
Following Labour's failure to meet national recycling figures in Cardiff and since subsequently taking over the running of Cardiff Council in 2004, the Liberal Democrat administration pledged to invest heavily in a new recycling facility and on honouring that pledge has since begun to roll out free kerbside recycling to all residents in Cardiff.
