Smokers could face a maximum three months in prison for lighting up in public places in Wales under a pioneering Bill published yesterday. People's peer Ilora Finlay has published a Private Member's Bill which would give the National Assembly power to ban smoking in pubs, restaurants and shopping centres.

The legislation, which receives its second reading on Friday, has almost no chance of becoming law but will fuel the debate about the right of Wales to determine its own policy on the high profile health matter.
