The European Union's Trade Commissioner Peter Mandelson challenged China yesterday to take on 'global responsibilities' in support of open trade, energy and security policies. He said China was an essential part of solutions to increasingly global problems. 'It is no longer possible for China to shut out the world or behave as if it were outside the system looking in,' he said.
