Sir - Urban myth suggests that while the votes recorded in the referendum on the Welsh Assembly were 25.5% of the electorate voting Yes and 24.5% No, the figures were no more reliable than President Bush's 'hanging chad' outcome in Florida. Indeed, the Yes camp soon admitted that the Carmarthenshire votes, which were announced last and swung the result from No to Yes, were deliberately held back so as to end on a positive note.

Whatever the truth, making such a major constitutional change on the basis of a 1% majority on a 50% turn-out would have resulted in the secretary of any self-respecting golf club ending up in the nearest bunker.
