Nurses' leaders yesterday threatened to ballot members on industrial action unless ministers perform a U-turn on an 'insulting' pay deal. Dr Peter Carter, head of the Royal College of Nursing, reacted to angry and passionate scenes at the RCN's annual conference in Harrogate.

He said the union's council would be seeking an emergency meeting with Chancellor Gordon Brown and Health Secretary Patricia Hewitt.
