TO be or not to be: that is the question. Probably not quite what the bard had in mind when he penned the words, but it is certainly the question facing George Osborne as he struggles with his sea of troubles.
At the end of a torrid summer of market turmoil and downgraded economic forecasts does he stick to Plan A or go for Plan B?
