SIR - It was inevitable that some politicians and elements of the Green lobby should start debating how to spend any proceeds from a carrier bag "tax" in Wales, even before it is possible to generate any financial surplus ("Wales could bag pounds 4m a year to support greener travel in Conservative cash plan", September 5).
The Climate Change Act 2008 gives the Welsh Assembly the potential to ensure that carrier bags are not provided to "shoppers" at less than a charge of 15p each, but gives it no powers to collect the charge or to direct what any proceeds are used for.
