ANYONE who doubts the need for planning controls on building and development should perhaps visit some Third World slums. The pathetic shacks, the rotting piles of filth and rubbish, the lack of clean water and sanitation and the stench and squalor constitute an overwhelming argument against uncontrolled development.
And it is not just in the Third World that freewheeling can produce unacceptable outcomes.
