Tony Blair's final Queen's Speech as Prime Minister yesterday was dominated by law and order issues - but his critics predicted most would end up in the Westminster shredder as soon as Gordon Brown takes over. There will be measures to tackle climate change, a Bill paving the way for road charging and shake-ups of the House of Lords and the pensions system. Five Home Office Bills will look at everything from terror legislation to so-called 'super Asbos' for violent offenders.
