Wales could become a world centre for military training if a bid for a pounds 14bn facility at St Athan is approved. A consortium involving the US weapons giant Raytheon and Qinetiq - the MoD's newly privatised R&D operation - is bidding to pull together the training activities of the Army, the Royal Navy and the Royal Air Force.

The Metrix consortium, which also includes Land Securities, Laing O'Rourke, the Open University and EDS, yesterday launched its bid for the Defence Training Contract.
