PROPOSALS to remove the cap on tuition fees in England would create a "unsustainable" market-based system that would prize cost over quality, Wales' Education Minister warned yesterday. Speaking at the National Assembly on the day the Browne Review recommended allowing English universities to set their own fees, Leighton Andrews distanced himself from the principles of the report, but suggested it could leave the Assembly Government in an impossible financial position.

Mr Andrews would not be drawn on whether the controversial review of higher education would be implemented in Wales, but said that many of its recommendations would fly in the face of Welsh policy.
