IF MINISTERS really do want to avoid a public row with the Archbishop of Canterbury, they are choosing a strange way to go about it. Lord Freud's comments will only heighten tensions around the Government's plans for welfare reform.

It is clear that the Westminster Government believes Dr Rowan Williams has given a knee-jerk reaction to Government proposals without thinking through the implications - an unwise charge to level at so cerebral a figure.
