CARWYN JONES has made a point of insisting that this fourth term of the National Assembly will focus on "delivery". One set of figures released this week will not have impressed him.

Steve Dub in Carmarthen Awhole set of targets on walking and cycling have not been met. In 2005-06, when 37% of children in Wales walked to school, it was hoped to increase the proportion to 46%. By 2009-10 it had fallen to 28%. Another target involved increasing the number of people who walk to work to 20%. From the baseline of 10.3% we have moved to 11.3%, but the percentage of men has actually decreased from 7.8% to 7.6%. There was a bold aspiration to triple the number of adult cyclists. In fact there has been a much more modest increase from 1.4% to 1.6%. And instead of the proportion of people walking for recreation rising from 40% to 50%, it's actually gone down to 34%.
