THE speech to be made by Carwyn Jones at the National Eisteddfod today provides us with a very good indication of how the referendum on primary lawmaking powers for the National Assembly will be fought.

By moving the argument into the financial arena, the First Minister is doing two things: giving the Yes campaign a tangible cause for voters to relate to, and confronting the No campaign head- on.
