PEOPLE were shocked to discover that very young children, and even some adults in stable jobs, were among those wreaking havoc on the streets of major English cities last week. But it won't have escaped their attention, as they watched the chaotic scenes on their TV screens, that the bulk of those filmed smashing, robbing, torching and taunting seemed to fit the stereotype of disengaged young men and women, hooded, angry and apparently indifferent to the views of their own communities or the rest of society.
It's also not too much of a stretch of the imagination to conclude that, apart from their trademark dress-code, the common denominator among those on the rampage was that a high proportion are not in education, employment or training - or Neet, as they are known.See the full content of this document
