NEW Welsh Secretary Cheryl Gillan yesterday described her "shock" that her Labour predecessor Peter Hain had not done more to secure a referendum on new powers for the National Assembly.

Speaking on her first visit to Wales since taking up the Cabinet post, Ms Gillan pledged to meet at least once a month with First Minister Carwyn Jones.
