Dame Janet Smith looked into 137 deaths and concluded that Shipman unlawfully killed three men in April and May 1972. She said Shipman probably used morphine to kill Thomas Cullumbine, 54, but she did not know what he used to kill John Brewster, 84, and James Rhodes, 71.
