AN ETHNIC monitoring form drawn up on behalf of the Welsh Assembly Government did not include "Welsh" as one of the options.

Last night there was strong criticism of the Assembly Government over the omission, which has echoes of the 2001 census form, which also did not have a "Welsh" tick box.
