Managing relations with London will be a significant challenge for the Welsh Assembly Government, says Alan Trench A significant challenge facing the new coalition Assembly Government between Labour and Plaid Cymru will be in managing its relations with Westminster. On this front it has a full agenda ahead of it, and ensuring this key relationship works well will be vital for its success overall.

The first item is legislative powers generally. The way these powers are acquired by the Assembly is complex - either a long convoluted process involving pre-legislative scrutiny in both Cardiff Bay and Westminster followed by a Legislative Competence Order, or a much shorter process whereby Westminster amends the Government of Wales Act 2006 when legislating on issues like health or planning in England.
