ANY in television are puzzled that at a time when the BBC is having to make its biggest spending cuts ever, the future of S4C is uncertain and advertising revenue is drying up, 165 towns - including six in Wales - could soon have their own TV channels.

The Welsh sites - Cardiff, Swansea, Carmarthen, Haverfordwest, Bangor and Mold - make up an incongruous list until you realise they are where our nation's major TV transmitters are based.
