THE threat of fresh strikes by council staff was raised yesterday after a trade union decided to ballot plumbers, electricians, joiners and other craft workers over pay.

Unite said its 14,000 members in Wales, Northern Ireland and England will be urged to vote in favour of industrial action after rejecting a 2.45% offer.
