POWERS over road closures following accidents should be taken out of the hands of the police, claims one of the UK's leading transport experts, Professor Garel Rhys. Last month a long stretch of the M4 in South Wales was brought to a standstill for hours, following a serious accident on the outskirts of Cardiff, which resulted in a fatality.
