Welsh Education Minister Jane Davidson said yesterday that devolving tuition fees legislation to the National Assembly was not a 'bogus power'. If Westminster's Student Finance Bill is passed, Wales will have control of university financing policy.

The Welsh Assembly Government has said there will be no top-up fees in Wales before 2007. It has appointed an independent commission to look at options after that date.
