The soon-to-be-abolished quango Elwa overpaid training companies by up to pounds 4.6m because of poor accounting systems, a report published today reveals. Next week Elwa - also known as the National Council for Education and Training in Wales - will be 'merged' with the Assembly Government as part of Rhodri Morgan's so-called Bonfire of the Quangos.

Today's report, by Jeremy Colman, the Auditor General for Wales, raises serious concerns about the body's financial controls.
