Reforms to safeguard postal voting from abuse are set to be in place in time for the 2007 Assembly elections.Constitutional Affairs Secretary Lord Falconer confirmed yesterday a Bill tightening the postal voting system would be in next Tuesday's Queen's Speech.

Early inclusion puts the reforms on course to become law by 2006 and could be put to the test for the first time in the Assembly elections the following year. It will include an offence of fraudulently applying for a postal vote, which could carry a maximum sentence of five years in jail, and will require those registering for postal votes to submit signatures and dates of birth to cross- check against the posted ballot.
