An assembly rule that stops small businesses getting public contracts is unique in the UK, The Western Mail has discovered. Last week we reported on concerns that SMEs (small and medium-size enterprises) were not being considered for many public contracts in Wales because of a rule relating to the size of company turnover.

The Welsh Assembly Government says no contract can be awarded to a company if the contract value exceeds 40% of the company's turnover.
