The coalition between Labour and Plaid Cymru, complete with law- making powers, marks a pivotal moment in the evolution of the Welsh nation, according to Archbishop of Wales Dr Barry Morgan. He believes the agreement between the two parties to share power in the Assembly represents a seismic shift in Welsh politics and will inevitably lead to an escalation in calls for a fully fledged parliament. "It's just a matter of when - not if," he said yesterday. But on a deeper level he feels a sense of nationhood is emerging - uniting both Welsh and English-speakers in a shared sense of belonging. Dr Morgan has long championed devolution and founded Cymru Yfory (Tomorrow's Wales) in 2004 to push for the full implementation of the Richard Commission proposals for greater Assembly powers. The present arrangements which allow the Assembly to request powers from Westminster are convoluted, he argues, adding that the Assembly needs more than 60 AMs if it is to hold the Government to account.
